Safe Mode???

One minute my gallery is working fine and the other minute I get the following:

Warning: SAFE MODE Restriction in effect. The script whose uid is 32051 is not allowed to access ./data/media/18/Romp34.jpg owned by uid 99 in /home/username/public_html/bcgallery/includes/functions.php on line 120

I read in the froum that the following page: http://4homepages.de/forum/viewtopic.php?t=3958
answers how to rectify the situation, but before I attempt to fix it, I WOULD LIKE TO KNOW WHY DID THIS HAPPEN IN THE FIRST PLACE???

due to the restrictive settings of you host
